COORDINATOR OF SAFETY AND SECURITY

 

 

Provides leadership and coordination for the comprehensive, effective, and uniform programs related to safe and secure learning environments and administrative offices of the Harford County Public Schools.

DUTIES AND

RESPONSIBILITIES

       Develops, implements, and evaluates programs, services, plans, policies, and procedures to ensure safe work and learning environments in each building.

       Manages the Operating and Capital budgets including the purchase, implementation, and maintenance of technological equipment that concentrates on ensuring a safer and more secure environment for the Harford County Public School system (HCPS) and individual schools.

       Maintains 24-hour communication with the Superintendent and Chief of Administration to facilitate HCPS’ response to critical incidents and emergencies.

       Provides assistance and direction to administrators and staff in relation to safety and security concerns.

       Plans and conducts staff development programs to promote a safe and secure learning environment.

       Collaborates with the local law enforcement agencies in the placement, duties, and responsibilities of School Resource Officers.

       Conducts investigations and inquiries regarding criminal, personnel, and school community issues.

       Compiles investigative materials and prepares an investigative summary for review and further action by the Superintendent, Chief of Administration, and other senior leadership team members.

       Works closely with legal counsel, prepares reports, and testifies in Board of Education disciplinary hearings or criminal proceedings.

       Regularly communicates, coordinates, and collaborates with local, state, and federal law enforcement agencies and other groups with focus on school safety and security.

       Serves as the liaison with local, state, and national organizations and groups with focus on school safety and security.

       Coordinates with the State’s Attorney’s Office the collection of restitution related to school incidents.

       Serves as Incident Commander for HCPS during critical incidents and emergencies.

       Performs as the Superintendent’s designee at the Harford County Emergency Operations Center in supporting the use of HCPS facilities as shelters and providing other assistance as necessary during an identified crisis.

       Assists in planning safety components for new and remodeled schools, utilizing Crime Prevention Through Environmental Design (CPTED) principles.

       Develops the Continuity of Operations (COOP) framework for sustainability and redundancy of critical operations in an emergency using the National Incident Management System (NIMS) as a guide.

       Serves as ex officio on the Board of Education Safety and Security Advisory Committee.

       Recommends policy and/or practices related to safety and security as needed.

       Maintains records that comply with agreements, requirements, or regulations by MSDE, government agencies or law, including the Safe Schools Act of 2010.

       Performs special assignments and other work-related duties as assigned.

       Designated as essential personnel for Harford County Public Schools.

 

SALARY

 

This twelve-month Administrative and Supervisory position includes 15 days of annual leave. Salary range based on the FY2018 AHCATSP Salary Schedule for Administrative, Technical, and Supervisory Professionals.

§  Grade I:  $100,678-$121,638

 

REQUIREMENTS

 

 

       Bachelor’s degree from an accredited college or university with the discipline focused on Criminal Justice, Public Safety, Police/Fire Administration or Homeland Security.

       Clear criminal history with the ability to obtain a Maryland Special Police Commission designation preferred.

       Five years of experience in law enforcement or emergency services providing an active leadership role in school emergency management and critical incident response.

       Experience in coordinating and preparing proposals, plans, and reports for local, state, and federally funded programs associated with safety and security initiatives

       Experience in the development, monitoring, and presentation of a moderately sized departmental budget.

       Experience maintaining appropriate data and records necessary to administer the daily operation of a department.

       Experience supervising and maintaining a professional office.

       Working knowledge of county, state, and Constitutional Laws applicable to school safety and security.

       Working knowledge of the National Incident Management System (NIMS).

       Ability to assess, develop, and implement emerging security technologies as they relate to safe and secure schools.

       Proficient in the use of computer technology including Microsoft Office Suite software programs.

       Excellent planning and organizational skills.

       Excellent interpersonal and oral/written communication skills.
