SUPERVISOR OF TRANSPORTATION
Central Office

This supervisory position, under the direction of the Director of Transportation, will be responsible for delivering a transportation program that meets all of the academic and operational requirements for the school system.

     Supervises transportation coordinators, routers, clerical staff, vehicle maintenance staff, bus drivers, and attendants.

     Coordinates the transportation activities between Harford County Public Schools and specific schools, often within a specific geographical area, including the following: the routing of buses, the observation and evaluation of bus drivers on the job, and the investigation and resolution of requests and complaints from stakeholders by explaining Board of Education policies and applying appropriate transportation policies.

     Coordinates the transportation of students with special needs in accordance with all applicable federal, state, and local laws and regulations.

     Oversees in-service training programs and professional development activities.

     Manages the selection, approval, and pre-service training of all county hired school bus drivers and attendants.

     Supervises contractor operations as they relate to the transportation of students in their attendance areas. Maintains a working knowledge of contracts and agreement related to contracted bus services.

     Manages field trip operations.

     Manages the administration of the vehicle insurance program, including accident response and investigations.

     Oversees the required mechanical inspection(s) of all public-school buses and compiles reports related to that function.

     Participates in the development and delivery of summer in-service programs for all public-school bus drivers and attendants.

     Participates in Individualized Education Program (IEP) and 504 team meetings as needed.

     Maintains a working knowledge and understanding of the negotiated agreements for those bargaining units relating to staff referenced here-in.

     Determines quantities and authorizes procurement of supplies and materials for transportation functions and for departmental use. 

     Supervises and develops work assignments for driving instructors, clerical staff, vehicle maintenance staff, bus drivers and attendants.

     Manages the hiring process associated with bus drivers and attendants. Coordinates the selection and evaluation of new hires with the Office of Human resources.

     Performs driver and employee evaluations and recommends disciplinary action when necessary.

     Provides advice and analytical information to the Director of Transportation regarding all aspects of the department and the transportation program.

     Interacts with all levels of administration and employees with the system.

     Plans and creates safe and efficient school bus routes using routing software.

     Analyzes bus route efficiencies and makes recommendations for routing and scheduling improvements. Prepares reports using the routing software and other resources.

     Maintains accurate records and documentation of bus routes, bus route changes, boundary adjustments, and mapping information.

     Provides leadership and staff development for departmental staff.

     Operates school buses on an as needed basis (driver training, incidents, accidents).

     Performs other work-related duties as assigned.

 

 

 

 

SALARY

 

     This is a twelve-month position. Salary range based on the FY 2024-2025 AHCATSP Salary Schedule for Non-Certified Administrative, Technical and Supervisory Professionals Personnel. Starting Salary: $109,576 – Maximum Earnings Potential $144,584.

TRAINING AND EXPERIENCE REQUIRED

     Bachelor’s degree from an accredited college or university.

     Five years of educational, administrative, and/or transportation experience preferred.

     Hold, or able to obtain within six months of employment, and maintain in good standing a valid Maryland Commercial Driver’s License and capable of becoming driver certified by Harford County Public Schools.

     Proficient in the use of Microsoft Office software and other related computer technology.

     Demonstrated leadership skills.

     Excellent written and oral communication skills.

     Excellent interpersonal and presentation skills.

     Excellent planning and organizational skills.
